To run a version of the IOS that is even remotely current on a 2600, you will need to upgrade it to the maximum amount of Flash and RAM. In the case of the 2500, the latest version of the IOS that any 2500 series router can run is 12.3.x and even then it is only the IP PLUS IOS.
